जिस संयुक्त राष्ट्र (United Nations) को global peacekeeper, human rights watchdog और war-stopper के तौर पर जाना जाता रहा है, वही आज खुद “Survival Mode” में काम कर रहा है। फर्क बस इतना है कि यह survival किसी युद्ध क्षेत्र में नहीं, बल्कि budget sheets और empty bank accounts के बीच लड़ा जा रहा है।
UN के senior officials अब openly मान रहे हैं कि संस्था आगे बढ़ने की स्थिति में नहीं है—बस किसी तरह basic operations चलाने की जुगाड़ हो रही है।
Funding Crisis: जब idealism की टक्कर economics से हो जाए
पूरे UN system को करीब 90 million dollar की funding gap झेलनी पड़ रही है। इसका सीधा मतलब यह है कि कई flagship programs अब “pause” या “slow mode” में डाल दिए गए हैं।
जो संस्था दुनिया को fiscal discipline और governance का lecture देती रही, आज वही खुद donation reminders भेजने की स्थिति में पहुंच चुकी है।
Human Rights Office: Mission से पहले Survival
UN के Human Rights Chief का बयान सबसे alarming है। उन्होंने साफ कहा कि उनका office इस वक्त survival mode में है।
मतलब नए investigations नहीं, नई initiatives नहीं, बस इतना कि existing काम पूरी तरह बंद न हो जाए। Human rights अब principle नहीं, बल्कि budget-dependent luxury बनता जा रहा है।
India Cuts Contribution: Signal loud and clear
भारत ने भी 2024-25 के लिए UN contribution में significant cut किया है।
- पहले: करीब ₹380 करोड़
- अब: लगभग ₹170 करोड़
यह केवल numbers का मामला नहीं है। यह एक political signal है कि कई देशों को अब UN की efficiency और impact पर भरोसा कम होता जा रहा है।
West का सवाल: Is UN worth the money?
अमेरिका और यूरोप के कई हिस्सों में सवाल उठ रहे हैं— “Are we funding results or rhetoric?”
UN को दी जाने वाली funding अब moral obligation नहीं, बल्कि cost-benefit analysis के तराजू पर तौली जा रही है।
Ground Reality: Crisis का असर जमीन पर दिख रहा है
Funding cut का असर सिर्फ reports तक सीमित नहीं है। कोलंबिया, कांगो, म्यांमार और ट्यूनीशिया जैसे देशों में UN की monitoring कमजोर पड़ती दिख रही है। जहां violence बढ़ रही है dissent दबाया जा रहा है वहीं UN की presence thinner than ever हो चुकी है।
Irony यह है कि UN पीछे हट रहा है, ठीक उस वक्त जब उसकी सबसे ज़्यादा जरूरत है।
Layoffs at UN: Global conscience on a pink slip
फंड की कमी के चलते करीब 300 कर्मचारियों की छंटनी की जा चुकी है। इसका असर सिर्फ numbers में नहीं, बल्कि institutional memory और expertise में भी दिख रहा है।
कम लोग, ज्यादा जिम्मेदारी और limited resources— यही नया UN work culture बनता जा रहा है।
Peacekeeping, Refugees, Disaster Relief—सब दबाव में
Peace missions को scale down किया जा रहा है। Refugee assistance budgets tighten हो रहे हैं। Disaster response slow पड़ रहा है। मतलब साफ है: जब पैसे कम हों, तो compassion भी rationed हो जाती है।
Investigations और Reviews: Truth भी budget से बंधी
Fact-finding missions कम किए गए हैं। Human Rights review meetings की frequency घटा दी गई है। दुनिया के कई conflict zones में अब सच्चाई सामने आने की रफ्तार भी fund availability पर depend करने लगी है।
Real Crisis: Outdated Structure, Not Just Empty Coffers
UN का असली संकट सिर्फ funding नहीं है। समस्या है उसका post-World War II structure, जो आज की multi-polar world के साथ sync नहीं बैठा पा रहा। 190+ सदस्य देश, बदलती global power डायनामिक्स लेकिन वही पुरानी decision-making प्रक्रिया। Reform की बात दशकों से हो रही है, action अब भी pending है।
Way Forward: Reform या Relevance खत्म
अगर UN को global मंच पर relevant रहना है, तो उसे सिर्फ funds नहीं, बल्कि deep structural reforms की ज़रूरत है। Transparency, accountability और faster decisions— यही तय करेंगे कि UN future का solution बनेगा या History का footnote।
